Classification and Compensation Study Status Update

Segal Waters Consulting was engaged to conduct a Classification and Compensation Study for all positions at Macomb County which began in September 2016.  The consultant is responsible for creating job descriptions, reviewing/recommending job titles, reviewing exempt/non-exempt status of positions, collecting market data and using it to create external value of jobs, integrating internal equity and creating a new compensation system.

There are two phases of the study:  a classification phase and a compensation phase.  The classification phase includes Job Description Questionnaire (JDQ) submissions from Macomb County employees, proposed job titles and possible consolidation recommendations as well as, job title/internal hierarchy, job descriptions and FLSA status determination.  This phase will be completed by the end of November 2017.

The compensation phase included design and distribution of a market survey to comparator organizations, and analysis of each position to the market.  This phase has been completed.

After the completion of both phases, Segal Waters Consulting will provide recommendations for market based salary structures, pay grade assignments and determine the cost impact for implementation.

A final report is expected in January 2018.
