Classification and Compensation Study Overview

The County is pleased to announce the beginning of a County-wide Classification and Compensation Study.  This Study will help us improve our practices of defining job tasks and  responsibilities while managing employee compensation in a competitive, fair and equitable manner.

The County has contracted with Segal Waters Consulting to conduct this Study.  Segal Waters Consulting has over 30 years of experience serving the human resource needs of local governments and understands the value and importance of a positive working relationship while managing a Study of this nature.  With this in mind, Segal Waters will work as a partner with the County by providing expert advice and guidance. They will coordinate with the Human Resources and Labor Relations Department throughout the Study by providing timely updates and progress reports.  A Study of this magnitude can succeed only if there is involvement and communication at all levels of the organization including input from all employees.

There are several goals for this Study: to accurately identify duties and responsibilities; to properly classify positions; to establish competitive compensation and benefits for County positions; and to establish a system to effectively manage the County’s workforce.

In order for employees to perform at their peak and feel engaged, they must first understand the purpose of their jobs and how they contribute to the success of the County.  This Study is designed to have employees involved, along with their manager, Elected Official and Department Head to define job tasks and responsibilities and to accurately document them.

In the coming weeks, you will be asked to fill out a Job Description Questionnaire (JDQ) to describe your job in detail.  Once you have completed the questionnaire it will be forwarded to assigned reviewers in your department and then to Segal Waters Consulting for analysis.

No changes will be made in the present classification system until the Study is complete, submitted to the Office of the County Executive and will be subject to negotiations with the various unions.  We anticipate this Study will be completed by the end of 2017.  Your cooperation and participation in this important project is greatly appreciated.
